The “Lake Ontario Region” (LOR) was formed as part of the Mediation Report adopted by the OHF Board of Directors in October of 1997 that addressed player eligibility issues in and around the Greater Toronto area.
Definition
The Minor Hockey geographic sub division comprised of the GTHL (Toronto, Mississauga and Vaughan) and the OMHA centres of Oakville, Brampton, Richmond Hill, Markham, Pickering and Ajax.
Regulations
The LOR Regulations for the 2009-2010 are the parameters by which players participate in the LOR."

Richmond Hill, ON: - The Ontario Minor Hockey Association [OMHA] is pleased to announce details of the approved motion that will expand player movement. The motion was approved at the OMHA Special General Meeting held at the Delta Meadowvale Hotel in Mississauga on January 23rd, 2011.
Over 350 delegates representing OMHA member associations from across Ontario gathered at the meeting Sunday afternoon to debate and ask questions regarding the player movement motion proposed by the OMHA’s Made for Ontario Committee.
At the close of the meeting OMHA President, Wayne Pries, congratulated the OMHA membership for their part in this very important decision as well as their support of the OMHA’s Made for Ontario Committee. Mr. Pries assured the membership that the Made for Ontario Committee will, moving forward, continue to refine and listen to the concerns of the OMHA membership. "

b) Movement is only permitted to a higher level for players from A and below base category Centres
Note: There shall be NO lateral movement (i.e.: A to A, AA to AA)
c) Alliance seeded Centres will be categorized as AA for the purpose of player movement for OMHA players from BB and below
d) Maximum number of “Non Resident Players” (NRP) is three (3) per eligible team. Once a team has rostered an NRP then NO replacement NRP will be permitted.
e) Other than at a player’s Home Centre, the number of tryouts is limited to two (2) other categories. For his first opportunity, a player has the right to choose to tryout at AAA as per OMHA regulations, but this tryout is not mandatory. The second opportunity, a player must try out for a AA team at a AAA or AA base category Centre or an A team at an A base category Centre. A player’s tryout will only be permitted for the base category team in a Centre, any exceptions are listed below.
Player Movement from Specific Base Categories:
1. A player from an OMHA BB base category Centre and below may try out for
a) AAA Zone as per the current regulations
b) One (1) AA team in a AAA or AA base category Centre nearest to his residence OR

The Home Centre verifies that the player is eligible by age/residence for their Home Centre and authorizes the NRP Passport.
c) If the player attends his Home AAA Zone tryouts and is not offered a roster position he may then exercise the option to attend tryouts at a Centre as outlined under Additional Method of Player Movement and/or request an OHF AAA Waiver per current Regulations.
d) If the player chooses to exercise his option to try out for a AA or A Centre as per Additional Method of Player Movement, that AA or A Centre must validate the player’s attendance at tryouts on the NRP Passport.
e) Should a player’s next nearest Centre categorized at AA or A choose NOT to allow an NRP to try out the player may continue to exercise his options
f) If the player is not offered a roster position at his chosen option of AA or A he MUST return to his Home Centre.
g) If the player is offered a roster position at his chosen option of AA or A he MUST return to his Home Centre at the end of each season. (Permission is for one (1) season only)
h) The NRP Passport is retained by the Centre/Team for which the player rosters and MUST be uploaded to the player’s profile
i) The Centre/Team with which the player rosters MUST notify the Home Centre by September 30th of the current season
j) A team must offer a player the opportunity to sign a “Letter of Commitment” for the current season within 30 days of the commencement of the team’s tryouts or September 15, whichever is earlier
k) Any player signed after September 15 will require the agreement of the Home Centre, in writing
l) A team cannot release a signed player after September 15, without the agreement of his Home Centre, in writing. Any such release shall be to the player’s Home Centre only.
m) A player requesting his release back to the Home Centre must do so, in writing, to the Rostering Centre and the Home Centre
n) There will be no movement of players after November 1st unless agreed by the player’s parents, the Rostering Centre and the Home Centre, in writing.
o) Player Movement and the process will be reviewed yearly"

OMHA Boundaries
Figuring out if your kids can play in another town is not easy. For girls playing in the Lower Lakes Female Hockey League, it's no problem. Just figure out if the town you want to try out for allows imports. That's it. Get a permission to skate, then a release. Easy. For boys, there is movement within the GTHL, but outside of the GTHL, there are residency restrictions in rep hockey in Ontario. If your child plays or tries out for AAA, it's a pain, but there is movement. He has to try out for his own zone, then get released to try out for othere centres. The process is more detailed than that but that's the general idea. I have seen girls try out both for OMHA teams and girls teams at the same time. The organizations are separate and no one knows the difference.
If you live in the Lake Ontario Region, your child can play in the GTHL or in your home organization.

So if you live in Caledon, Nobleking, Erin, Orangeville, Georgetown, Milton, etc. there is no movement, unless your child is AAA.For parts West - there is the Alliance. Residency rules apply to Alliance towns unless your child wants to stay in House League. The Alliance includes:

The OMHA relaxed residency rules recently, but this seems to me to be just for towns with BB and below. Then your child can go to the next town. Forgive me if I have misinterpreted this - and please comment. Here's an article from the Star:

Hey, won't this be after spring tryouts? Thanks OMHA, my son will be married with kids by the time you get done with this. And your proposal is as clear as muck.
What does this mean for AA and A kids who don't make their home teams? I can't tell.. According to a quote from the OMHA's Ropchan in York Region online at http://www.yorkregion.com/sports/article/868590--it-may-be-dream-world-thinking-for-omha-s-residency-proposal "Not surprisingly, Ropchan confirmed the OMHA’s telephone lines were buzzing Monday morning with requests for details, including the notion players unsuccessful at making their hometown team at the single or double-A level could make a parallel move to the next centre. That is not the case."

GTHL Stories in the Toronto Star
Here's a link to the Toronto Star http://www.thestar.com/sports/gthl/article/861734 story about a lawsuit between two families and the GTHL, in which the parents alleged their sons were cut from the Avalanche Minor Sports Club midget junior A team by coaches that were ineligible to coach due to tampering issues.
The parties "reached an agreement to avoid the courts and settled with ‘no fault’". “The two fathers agreed to dismiss the action in its entirety in exchange for the GTHL conducting a hearing as to whether the individuals were in violation of any league sanctions.” Read the whole article at the Star.
Then there's the amazing story of Stuart Hyman, a Toronto Real Estate developer, who invested in Minor Hockey Teams, and most recently International Scouting Services (ISS). ISS scouts players and publishes and NHL scouting report. According to the article: "Hockey has not been faced with the likes of Stuart Hyman before,” said John Gardner, president of the Greater Toronto Hockey League, from which Hyman withdrew as an owner of more than 90 teams following a high-profile league investigation in 2004." This is an amazing story and one of the outcomes is 18 year old Zach Hyman being selected in the 5th round of the NHL draft. http://www.thestar.com/sports/hockey/article/861974--how-a-dad-with-nhl-dreams-bankrolled-a-hockey-empire I'm not sure if Stuart Hyman qualifies as a Crazy Hockey Parent or not, but this is just too amazing to be true. Someone should make a movie out of this one. Sorry kids I can't afford a hockey team or a scouting company, so let's just stick to eating right, having fun, getting enough sleep, getting to hockey practice on time and maybe doing your homework.

OMHA Movement

What I take from this is nothing really helps my OMHA players. If they can't move from AE or A to AA at their home level, sure they can get released from the AAA zone to move the the next zone, but only at AAA. They shouldn't and won't ever jump to AAA if they can't get experience playing at AA level due to local cliques. Meanwhile kids who live in the GTHL boundaries can play anywhere in the GTHL or in their home zone. More opportunity to develop.....

PLAYER MOVEMENT - REPRESENTATIVE LEVEL
METHODS OF MOVEMENT:
Continuation of current waiver system for the AAA hockey program as per the present
regulations?
Mechanism for players in an Association unable to field a team in any particular season:
Move to the next nearest centre per OMHA Regulation 3.5?
Movement below Peewee
No movement at Novice or Atom except in accordance with OMHA Regulation 3.5?
Other than at a player’s home centre, limitations on number of tryouts?
Limit to two (2) levels: AAA and one of either AA or A?
Movement
Permit vertical movement only to a higher classification?
Potential Examples:
1. players from a AA centre may try out for home centre and a AAA zone as
per current regulations
2. players from an A centre may try out for home centre, a AAA zone as per
the current regulations and the nearest OMHA AA centre to residence
3. player from a centre BB and below may tryout for home centre, a AAA zone
as per the current regulations and the nearest OMHA AA or A centre to
residence
LIMITATIONS
Limit the number of Imports?’
Limit the number of imports for AA and A teams to three (3)
TRYOUTS
No tryouts or on or off-ice activities may be conducted prior to the completion of OHF
Championships at the AAA, AA or A level (OHF Reg G1)
Mechanism for players attending tryouts at AA or A (AAA per OHF Reg)
Permission/tracking?
METHOD FOR TRYOUTS AT AA AND A
Number of opportunities/choices permitted in tryouts for an OMHA AA or A centre.
Should mirror method of movement
Player MUST try out at the nearest OMHA AA or A centre to his residence
Options if player is unsuccessful
Return to Home centre?
Scenarios for Association acceptance of players outside its defined catchment area?
Options available for players who would be impacted by this, mechanism to manage?
